New Francophone PR Pathway Launched in 3 Canadian Regions — Here’s Who Qualifies.
What is the Francophone Community Immigration Pilot (FCIP)?
The FCIP is a new immigration initiative launched in 2024, designed to support French-speaking newcomers outside Quebec. It’s employer-driven, meaning applicants must have a valid job offer from a designated employer in a participating community.
As of July 2025, the following 3 communities have announced eligibility criteria:
1. Acadian Peninsula, New Brunswick
This seaside region is welcoming French-speaking workers in priority sectors such as:
🔹 In-Demand Occupations:
Health: Nurse aides, pharmacy assistants, registered nurses
Education: Early childhood educators, school teachers
Sales & Services: Cooks, cashiers, food counter attendants
Trades: Carpenters, electricians, welders, plumbers

Tim Hortons (Neguac)
Subway (Shippagan)
Pinokkio Pizzeria
2. St. Pierre Jolys, Manitoba
A small village near Winnipeg, St. Pierre Jolys is hiring in:
🔹 In-Demand Occupations:
Healthcare: Dentists, GPs, nurses, veterinarians
Education: Teachers and teaching assistants
Trades: Carpenters, plumbers, electricians
Services: Bakers, insurance agents, bartenders

3. Kelowna, British Columbia
A thriving city in BC’s interior, Kelowna is open for:
🔹 In-Demand Occupations:
Sales & Service: Bakers, cooks, hotel clerks, cleaners
Trades: Carpenters, drywallers, electricians
Education & Social Work: Home care workers, early childhood educators
Science & Natural Resources: Forestry technicians

✅ General Eligibility for the FCIP
To qualify for the FCIP, applicants must meet the following requirements:
Language: French proficiency (minimum NCLC 5 in all abilities)
Work Experience: 1 year full-time (or 1,560 hours in last 3 years)
Education: High school diploma or higher
Job Offer: From a designated employer in a priority occupation
Settlement Funds: Proof of funds to support yourself and dependents
✅ International graduates may be exempt from the work experience requirement.
Once the community recommends a candidate, they can apply directly to IRCC for PR and may also qualify for a 2-year employer-specific work permit.
